The Roger in question is Kasperson. The Computer Science department is so small it might be dead already anyhow. And "Make it so" is Jean-Luc Picard's catch phrase from Star Trek: the Next Generation-- it's a subtle joke about JC's hair (or lack thereof).

 (Sadly (from a humorist's perspective), Fred Greenaway, who's a dead ringer for the chrome-domed space captain, had yet to become Provost at the time of the book's writing.)
